The trouble with this from my point of view is that I provide apt packages 
(and apt configuration files) that have to work on RHEL4 and CentOS4 and 
every other RHEL rebuild.

So indeed, I will have to put APT::DistroVersion in the apt configuration 
if I want to use $(VERSION) in a consistent way. (Or rely on the upstream 
package of apt of course)
