Bob, 

Lexipedia is a great idea - personalized use of lexically indexed knowledge.
It is related to tag data exchange in that you may be able to build services
on other tag data sets or offer a way to manage and share personalized tag
sets.

I am trying to assemble a chart of all the projects, ontologies, and
applications of tag data so we can see how they might bridge.  Lexipedia
might be closest to SCOT, which views tags as concepts and therefore as
indexes to knowledge.  Check them out at http://scot-project.org/ 

If you could take a look at the current conceptualization 
(http://tagcommons.org/wiki/Tag_Data_Conceptualization)
and let us know how this maps to lexipedia.  In particular, if there are
important distinctions in your data or service that are missing in the
conceptualization and should be expressible in an data exchange or API,
please let us know.
