Hi,

Annotea also has had this kind of ontology for ages and experimented
many of the mentioned use cases (look links in http://www.annotea.org/
and http://www.w3.org/2001/Annotea/User/Papers.html). And it is all
based on Semantic Web.

There is also application Annotea Ubimarks that implements this as
Firefox extension (the newest version 0.6.0 is still.on review on
https://addons.mozilla.org/firefox/3009/ but available on
http://sourceforge.net/projects/ubimarks/.

Here is a sample RDF file
http://www.annotea.org/bookmarks/tumorsuppression.rdf
and the same with an xslt conversion to html so you can look it even
without the plugin
http://www.annotea.org/xslt/tumorsuppression.rdf
(and if a new property is needed it is easy to add and extend these
schemas so there is no need to invent the wheel again although that
seems to be the human nature).

Here are some slide collections of use cases but there are much more:
http://www.w3.org/2001/Annotea/Papers/KCAP01/annotea.html
http://www.w3.org/2003/Talks/AnnoteaReview/

Latest papers:

http://www.annotea.org/eswc2005/01_koivunen_final.pdf
http://annotea.org/www2006/annotea.htm

I'm also exploring with Annotea based services.

I should probably have sent a bookmark file instead of all these links :-).
