[TagCommons-WG] Introduce the SCOT Project

Thanks, I already use SIOC for posts, the foaf namespace is included,
I still have to go over the vocabulary to see what's useful there
apart from the class, has_friend, email and adresses...
The thing is I don't want to support everything from the
vocabularies, only useful stuff, if not supported, people can still use:
<%= rdfa_triple "dc:stupid_predicate", "my stupid value" %>
I think the idea is to come up with an API across vocabularies...
