Hi Danny,
There is no particular reason to make duplicated terms. Only one thing is that I want to define the terms with RDF.
I think Richard Newman's approach is also good. I want to use essential terms to define tagging activities as much as possible. That's the reason why I reuse SIOC, SKOS, and FOAF vocabularies.
I will try to find how the SCOT can reuse the existed vocabularies.

Interesting material, nice to see coverage of tag cloud & frequency
aspects. One question though - any particular reason you're not
reusing existing terms in Richard Newman's Tag Ontology?
There does seem to be some duplication, and that vocab is already
deployed in a few places, e.g. revyu.com (check
http://revyu.com/tags/bristol/about/html for an example of its use -
note the RDF metadata link). To usefully merge/query across data
using the different vocabs will mean (unnecessary) extra effort.
