I have this issue on my Mac as I use iTags for the Apple mail.app. While it
does not have a URL it does have a digital address for where that single
e-mail lives. Part of this address is the machine it is on.
I use Yojimbo to drop digital objects into and can tag them. I also use
tagging in MacOSX Spotlight comments. Similar tools are available in Vista.
The ability to tag all items that have a digital presence is important and
needs to be considered and addressed.

The web is just one platform for tagging. We are quickly seeing tagging
(human and/or machine) happening on all devices in all variety of
application (web is one of many application platforms).
