Nothing prevents you from using ids that are ambiguous across the user's
other computers or other users' computers. Also some URIs like file://
URIs can be used for this.
However, if you want to collaborate and share at some point you need to
change the ids to be globally unambiguous.

Why is this a problem? It can all be done in Annotea locally and using
file:// URIs or even some other ambiguous identifies.
But my interest is in collaboration and sharing these with 1) all the
users other environments and 2) with other users / user groups. And that
can be also done in Annotea. It is even possible to combine both.
