[TagCommons-WG] Introduce the SCOT Project

This is cool. I was starting to write an ontology for tagging to use  
in a project I just started (RDFa On rails) where I use sioc for blog  
posts and wanted something simple to represent tag events.

Could you point us to the documentation of the working draft? How can  
we participate in this project?
