[TagCommons-WG] Introduce the SCOT Project

Hi, there!

I am happy to introduce the SCOT (Social Semantic Cloud of Tags)
project.

The SCOT(Social Semantic Cloud Of Tags) ontology is to semantically
represent the structure and semantics of a collection of tags and to
represent social networks among users based on the tags.

I have opened the web site (http://scot-project.org) and have released
the first draft of SCOT. 

Feel free to give any comments.

I'd like to share the ideas of tag sharing and representation
semantically.
